Effective July 17, 2019, the IRS expanded the definition of preventive care under the HSA-eligible High Deductible Health Plan (HDHP) rules. Preventive care now includes 14 medical services or items for 11 specific chronic conditions, such as insulin for diabetics. See bulletin below for a list of the services and items.

The IRS issued this guidance in Notice 2019-45 in response to a June executive order directing the agency to update the rules and help lower costs for individuals with chronic conditions. Employers who wish to increase their benefits accordingly can amend their policies/plans to provide coverage for the listed medical services and items at a low copay amount or no copay.
